On Outlook 2013 on Windows 10 either via a fresh installation or upgrade you may receive the following error:
User account – Sending’ reported error (0x800CCC13): ‘Cannot connect to the network. Verify your network connection or modem.
Use the Windows System File Checker to repair corrupted files

Close Outlook.

Right click the Start button in Windows and choose: Command Prompt (Admin). If you don’t see that option, instead choose: Windows PowerShell (Admin).

In the Command Prompt window type: sfc /scannow (note the space in the command).

Wait until the process completes. This usually doesn’t take longer than 20 minutes with a regular hard disk and takes much shorter when you have a fast SSD drive.

Restart your computer and then open Outlook.
